Special needs, literally

Is this need being met? How?:

According to the teacher I talked to who went with his mom to Texas, the needs of disabled people are not being met in Uruguay. He was greatly impressed with the U.S. in this way, and hopes to see more disability services in Uruguay In the future.

It sounds as though things ar changing in Uruguay when it comes to helping citizens with disabilities. For example, although I don't see many wheelchair ramps in my work or living environments, one of my bosses recently told me that our building is being renovated in order to install such access. This news gives me hope that improvements are on the way for disabled people like my colleague’s mother!
