Congolese food is part of Belgian culture because the two countries have had a very long relationship. The Democratic Republic of the Congo used to be known as Belgian Congo because from 1906 to 1960, this region was a Belgian colony. The DR Congo achieved independence in 1960, but French is still spoken since the country had been colonized by Belgium. French is actually one of the DR Congo's official languages. Today in Belgium, there are a lot of Congolese people and families that moved to Belgium when DR Congo was colonized. Some people are also of mixed heritage, with one Congolese parent and one Belgian.
