I was in that position too, but I knew since the beginning of college that I wanted to study abroad, so I saved up money to be able to afford it. There are also scholarships that you can apply for, and you can use FAFSA to help. Sometimes, universities and study abroad programs offer their own scholarships, too. One scholarship that really helped me was the Gilman Scholarship, which is something you should look into because it helps students who receive federal Pell Grants to study abroad. It is also through this scholarship that I was able to connect with you all.
