Despite the generations of Tibetans who have lived in India, their legal status as “foreigners” under the national government means they are not able to work in the public sector, cannot receive any government aid, and have a harder time fitting into society. Although the original influx of Tibetans was given registration certificates in the 1950s and ‘60s, those arriving in India via Nepal between 1979 and 2003, were not issued identity records by the government of India. In short, the government of India is providing less and less aid for this community, and those who will be most affected by this changing policy are the youth.
I don’t think the needs of the Tibetans are being met simply because there hasn’t been a transparent update from the government of India about the current status of Tibetan refugees.
