Lunches in Luxembourg

If a country can supply all of this for its students for only 5-8 euros a day, then why can't ours do the same for a similarly small number of dollars? The food here really made me think about how we could change our schools in the United States.

How is the food prepared?:

The food is prepared by a team of chefs fresh each day. Fresh! They look and see what is grown at this time of year and prepare the food for the students in response to what they see. They make tins and tins full of pasta and sauce. They cook steak after steak to perfection. The team mostly speaks French, so I try to order in French every day. They always tell me that I have a good accent, and they love that I try to speak with them. 

Is this food connected to the local environment? How?:

Most of the food is connected to the local environment. The company that runs the school's food grows fresh produce nearby to serve at the school. Most of their fruit and vegetables were grown nearby. Certain foods are grown during certain times of the year. So right now, we have a lot of peaches.
