Rome Wasn't Built in a Day, Neither was Amsterdam!

Additional rain can sometimes interfere with the effectiveness of the waterways. The more water there is, the less easily it can be controlled. Climate change will also have an effect on the amount of water that the Netherlands will not be able to control. 

How have people been adapting to this environment?:

People have been adapting to this environment by using the water to their advantage. In addition to the waterways making for major tourist attractions, they also allow for agricultural manipulation. This allows farmers to have access to water whenever needed so that they can grow their crops without fear of drought.
